Default Upgrade confusion: desktop vs. device

Recently, my desktop software updated to v7.1.0.32 (Bundle 33)

My 9800 is running Bundle 2949 (v6.0.0.668, Platform 6.6.0.236)

I downloaded "9800 6.0.0.3106/6.0.0.723 (all languages)" from the Sticky.

However, when I run loader.exe, the install routine tells me that I'll be downgrading the software version on my device.

See attached screenshot.

Am I missing something? If my device is 2949 and the one I'm trying to install is 3106, what gives?
