Minimised panels - unexplained change

BB 9900 ...

Today, without cause, when panels are minimised, I've got two rows of
icons still showing - up 'til now, I've only had a single row ... any
ideas how I can get this to revert???

Put your finger on the panel title (All) and slowly drag it down so only one row is showing.
