What will be the OS installed on BB9900 device if I purchase it these days?
Are there devices with OS 7.1....available; what is the default OS on your device recently purchased??

I don't know how anyone would know that. What carrier is it being purchased from? I am not sure ANY carriers have 7.1 released for the 9900 yet.

Like NJ said, probably depends on the carrier you buy from but the following link looks promising.

BlackBerry - BlackBerry 7 OS - BB7 - New BlackBerry 7 for the new Torch, Curve, & Bold - US
