Default I cant see mobile hotspot on BB 9900

Hi everyone
I update my BB 9900 from website to 7.1.0.342
And I can't see mobile hotspot on Manage Connection
Do any one know how to fix that’s or how I can make it appear on Manage Connection

I try other sim card and its work
And i find out that`s old sim card not support Mobile Hotspot
do you know how to unlock sim card ?

You do not. This is set by the provider. You must pay for that service.
