9900 on TMobile with BES Enterprise data plan. Tethering works with USB cable. I cannot get the hotspot to work. I am running v7.1.0.2061 / 7.1.0.714. I try to connect with my iPad and it says "Unable to join the network 'SSID'" Windows laptop does the same thing. Tried it with WPA2, WPA/WPA2 and none. The laptop will almost connect with none, but not quite.

Calls to TMobile have been useless!

You need to subscribe to the carrier's hotspot plan (and pay for it) to get that feature.

You need one of T-Mobile's newer data plans. The older, BES-specific ones will not support hotspot.
