Try restarting the device... If not, try to reload the OS

I restarted it and still no-go. How do you reinstall the OS. Do I loose all my personal settings and loaded apps?

Try taking a look at the FAQ stickied at the top of the page. There's a howto on reloading your OS written by myself in it.
