The guys at RIM were the most helpful - sending me the Javaloader to try, but feeling its a mechanical issue. RIM will fix it if I want, but they need to have it 7-10 days (no transship of a a rebuilt). So my final answer may be to buy a used 7210 on eBay, then have this one fixed as a spare. Cheaper than giving Cingular $300 plus $15/more/month!
Get a used 7280 instead off eBay. It'll have MUCH, MUCH better reception than the 7210, and the old 7210's are much harder to find anyway. They both actually use the same software and look nearly identical. The 7280 has more frequencies which gives it superior reception over the 7210.
