Default Bizarre duplication issue

Hello. I just started at a new job and the CEO handed me his Blackberry and asked me to troubleshoot an issue with it. I've never used a BB before so did some searches but was unable to get an answer to this specific issue:

He gets duplicates of an original email every time he forwards that email from his Outlook to another recipient. He doesn't get the forwarded email sent to his BB, just another copy of the original.

Wireless reconciliation is set to "on" and delete to "prompt" (although he never deletes anything off either the BB or his email).

We're using Exchange server for email, and are using BIS not BES.

I would guess that some rule is being set in Outlook -- not the BB.

This is an issue that others (and myself) suffer from. It is not due to an outlook rule, there is some problem with BIS that I haven't found a resolution for. There is a thread here (Dreaded duplicates) that discusses this issue.
