How do i install google maps to my BB's through Blackberry Enterprise Server f/ exchange 4.1.4

You could try the OTA link at google.com/gmm however your BES may have an IT policy on it preventing 3rd party app downloads.

I am the BBE admin, and i want to deploy the google maps app from the BBE server. i installed it on 1 phone directly form the googe maps website. but i wouild like to deploy it from the BBE server

i have not created any policies yet, i am still using the default, everything is open

You need to create a Software Configuration, and an application policy in BES.
I would suggest reading the BES administrators guide for detailed instructions on how to do this.

Once you have properly configured Software Configuration and policy... then you add Google Maps .alx and modules (download from Google Maps )
and re-index the apploader on the BES.

I realize that you're a new BES admin... but some of the questions you're asking really do warrant the RTFM answer. You really should read the RIM documentation for BES.
