There is no way around the IT Policy that is on your Blackberry when it comes to what it allows or not. That being said, you *might* be able to install via your PC using Desktop Manager, but I would recommend against it since there is a reason your IT department is blocking it.
Most likely, they don't want to have to deal with supporting other applications, and if you do install it, they are able to see it (they may not look, but it's there for them to see).
If you have a problem with your device and ask them for help (after managing to install any 3rd party apps they don't allow), they will most likely completely remove the operating system from your device and install it again from scratch.
Not trying to give you a hard time, but you won't get a lot of help trying to circumvent a security policy.
