It's possible to send and receive as long as not restricted by IT policy on the BES server.
From what I've seen, I'd recommend calling your carrier and having them just delete the BIS account so you can try creating it again. You should be able to log in via the browser on the PC. you should actually also be able to set up a BIS account on your PC.
It just sounds like something went wrong during your setup.
