Anyone know what a "debranded" blackberry is?

Someone ordered a blackberry 7290 and it came in today. There is no carrier logo on the front, it is just a black oval. The SIM card also has no carrier identification on it!

When the phone comes on it just says "My Network" instead of "T-Mobile" or "Cingular". I went into Options and scanned for networks and it said:

* My Network
* My Network
* My Network
* My Network

When the phone comes on, it just shows the Blackberry logo rather than T-Mobile or Cingular.

The invoice shows to be from some company called FDC with no return address and it says

"N RIM 7290 DEBRAND WIRELESS HANDHELD"

Strange, now after turning the phone off and back on it says "Cingular". The browser also says "mMode" so I'm guessing it is an AT&T phone.

Does anyone know why they are selling phones like this?
