Default Enterprise Activation doesn't work

I have a BES 4.0.1 HF3 on Domino 6.0.x
12 Users with 7730 and 7290 ( It works fine.
Now I tryed to make a wireless enterprise activation for a new user with a 7290 but this doesn't work. On the HH I have "Activating"... and after a few minutes retry activating...On the BES Server and BES logs I can not find any info about the activation. I have successfully activated other users with 7730 without a problem.
I allready wiped the HH, deleted and re-added the user on the BES, checked the SIM card nothing changed.

Any idea? Thanks

If I well remember, the Entreprise Activation use a etp.dat file transmitted to the BES.
If you have installed an anti-virus or anything else that filters that type of file, you may have some problems during the activation.
