I think those guys at dataoutages.com did this just to test their new data outage tracker website:

Strangely enough when I check the SRP connection it shows successfull, but most people are seeing this in the log files (either by right clicking my computer || Manager || Event viewer and looking at the application logs, or looking in the log files where-ever yours are stored..)

Just got of the phone with TSupport. Their answers were...

Yes, it's broken
No, we don't know when it will be fixed.

They were a lot of help.

What interesting is if you recycle the BES services it drops and connects right away .. also on the config applet / router tab the TEST NETWORK CONNECTION works with no issues.

All carriers effected?

I've confirmed AT&T, Verizon not working

In BlackBerry Manager, click on Servers. It'll list SRP status for all your BES.

I think I may as well go home...there isn't anything I can do about it from work, and I can reboot my servers (if necessary) from home......

Thanks for update, Mr. Edmunds!

NP - the 50% effected thing is slightly funny considering the only users now who can receive are the WiFi users....

Interesting. About 20 minutes ago I was not able to send PIN's it could have just been an issue with my device at that time, but I assumed it was the outage. Sorry for the confusion if I'm incorrect.

Now on CNBC.com from RIM.

RIM notifies of "critical" BlackBerry outage - MSNBC Wire Services - MSNBC.com

"TORONTO - E-mail service of Research In Motion's <RIM.TO><RIMM.O> BlackBerry smartphones experienced a "critical severity outage" on Monday, the company told clients in an e-mail.

"This is an emergency notification regarding the current BlackBerry Infrastructure outage," stated an e-mail from RIM support account manager Bryan Simpson. The e-mail said the outage affected enterprise clients and "users of the Americas network."

Did you notify them? We sent a firmwide email alert telling our users that Blackberry was down (within 20 minutes of the issue). We also send a PIN Message to all of our Blackberry users with the same info.

Are they happy, no... though they are informed.

We are also experiencing an outage.
We tried to send a PIN to PIN message to all of our users but that doesn't work either. We are going to try to send a text message through the phone so our remote people will get the message it is out.

Has anyone heard from RIM an official statement as to why or how long??

Finally got thru to T-Support. Same story as everyone else: Yep, we know it's broken. No, we don't have an ETA.

No, you should not have to reboot your servers when services are restored (I'm not so warm and fuzzy about this one).
