Default Explain "Send out All-Points-Bulletin" APB

Can someone explain to me what this is used for and how it works? I am assuming it has something to do with sending a bulletin to all the users on the sever. It would be great to use it if the server goes down or if users were having network issues but I don't think it would work if the server is down right? It looks like a cool feature since we use Outlook DL's to notify our users of down-time but that is much harder to update and requires maintence. Thanks!

I use APB's to notify users if I am downing the BES server, I also use APB's to broadcast new software availability for the handhelds. They could be used for policy change notification. There are lots of things you can use them for.

Anything specific to your blackberry's and you have an instant way to shoot out the message.

Are they sent as e-mail messages (and thus will appear in Outlook) or do they appear only on the BB?
