I have desktop manager 4.3 at home PC and it syncs with Outlook fine.

At work, it's 4.1.0.8 with Intellisync to sync with Lotus Notes. It will report the following error for all entries with Chinese characters:

READ "<Unspecified>"
READ "<Unspecified>"
Unable to convert field data to/from local codepage. The record will be skipped.
Address Book -- First/Middle Name="Helen ??", Last Name="Yang", Company Name="", Work Phone="", Home Phone=""

The work PC region setting has Asian language enabled and reading/writing in Chinese is supported.

What's missing here?
