Is it normal for someone to ask for a IMEI # for a device before you sell it?

Yes it is. I am a seller on eBay, it is good practice to provide this info. This allows the buyer to contact the carrier and make sure that they will not have any problems activating this unit in their name. Unfortunately there are some out there that have claimed units under warranty or insurance, when they get the new unit instead of shipping it to the carrier, they sell it. Then the buyer has problems activating it. There are a lot of threads here of people getting ripped. So if someone asked you for it, give it to them, its not going to hurt, it will help you sell it faster.
