I'm not sure I understand your reply, but some phone carriers do have email addresses assigned to phones in order to receive text messages via email. Cellular South, my carrier, can receive text messages at email@example.com.
In order for subscribers to the email list to receive an alert, we send one email to the Google Groups address and it Kblasts' the email out to the subscribers. Some of the people subscribed are not using smartphones, so they receive the message via text message, usuing the carrier assigned email address for the phone.
If we use a BIS gmail account, it's not received, if the message is sent through the gmail app, it's received on the phone.
