I actually had a situation where I couldn't receive PINs (or any other data-driven messaging) but could send them. I could also send SMS.
Lasted about a week while it got bumped from T-Mobile to RIM, where they could see the problem but not track it down. Ended up reactivating my account, I believe - when it started working I got an Activation email plus my backlog of messages, starting around 4-5 AM.
