Default International Dialling to Italy

When adding a number to the contacts which has an International Code to an Italian Landline, you type in +39 0x xxxxxxxx and it drops the first 0 of the area code when dialling. This appears to be required when dialling Italian landlines.

Is there a way to stop it from dropping the first 0 of the area code?
