I think replacing the device may be a little drastic, IMO.
Not too much on the error. I doubt that you have any 3rd party apps on your device given you are a government employee. I would imagine they have IT policies preventing 3rd party apps. But I will ask anyway, do you have any 3rd party applications on the device?
Before you try anything, I would talk to your BES admin and get their suggestion as to what to do.
I would think that wiping the device and reloading the OS would clear the issue.
