Is it possible to back up a devices settings like ring tones and themes then restore them? I've already used the back up to save the databases but was wondering if these setting could be preserved?

Yes, they are.

I should clarify. I have wiped down the Blackberry. From that point on I would like to restore the mentioned settings. I have attempted a restore but nothing changed. Can I have some guidance?

did you do a full restore or advanced?

Did you restore the "content store" database?
