Default Blackberry in Saudi Arabia

I installed BB 4.0 handheld software on the 7230 and sent it to my brother in Riyadh. He can dial a number and everything is fine. The only problem is that when he dials the number from his address book it will start dialing the number with international code "011" .
It is not even saved in the Blackberry so i don't know where it is picking up the prefix.
Any idea friends ?

Go into the phone application, select Options / Smart Dialing

Change the country code to +966
