Emergency Contacting/ Override Silent Option
 
Are you aware as to whether you can send a message with a specific prefix/ text, that will activate the Blackberry from a 'Silent/ Quiet' mode?
This would be in order to escalate an issue or reach someone urgently.

Ive heard of a **URGENT facility, where you can prefix the subject of a mail with "**Urgent " that will ring continuously, whether silent mode was activated or not.

Any ideas??

Not possible with a BlackBerry.
You can't force a user's device to change its profile settings.

We've set up a Global Filter on BES that flags all messages prefixed with [URGENT] to be sent as Level 1 messages.
Most of our users have their profile settings to treat L1 messages with a different alert style, but there's no way we can force them to.

Ive just been told about a CallWay 'Better Service' 3rd Party application that should provide something similar...?? But Google doesnt know about it..????

That's a new one on me. I guess you should ask whomever told you about it to provide some more information for you.
