any body know when Bell Mobility is releasing the desktop and handheld (4.0.2 and 4.1) software for a blackberry 7250?

Not sure when Bell is releasing it...

However, you can download 4.02 from Telus. Make sure you delete the VENDOR.XML file after you install the software. I've had the Telus version on my 7250 with Bell over a week now and it's been great.

Please advise what i have to do for me to be able to delete this file
VENDOR.XML how i can do it,please guys i need your help.

VENDOR.XML is on the C: drive of your PC.

Locate it (using the "Search" feature on the Start Menu) and delete it.
