Default 50% of users on BES not receiving e-mails

Beginning yesterday, i have a problem with BB users, from which approx 50% have problems receiving e-mails. They are able to send successfully e-mails, but not receiving any.
My users are located in USA (users without problems) and Europe (distributed between 2 network providers in 2 countries, both having described problems on about 50% of users).
BES server tries to send e-mail, but after timeout, the message is put to queue:

I was thinking about some authentication issue, connectivity problem... but e-mails originated on BB device are being delivered successfully. Also providers did trace inside their network. Result - when sending e-mail from BB device, packets are correctly delivered to RIM. When sending e-mail to BB device, no packet activity detected from RIM side.

any ideas? any help highly appreciated
