Translation:

When I type BUYR in the status menu it reflects the call timer and data counter.

Can this number be reset?

No. It cannot be reset. Once it exceeds a certain number it will reflect

Data usage: Exceeded 250k
Voice Usage: Exceeded 60 minutes.

It means your device is considered used.

Maybe with a modified version of P2k05 Commander? It's designed for seam edits of Motorola phones, but if re-coded it might do the trick.

I thought this thread was urgent by its title.

The difference between stupidity and genius is that genius has its limits.
When you take things for granted, the things you are granted, get taken.
Even a mosquito doesn't get a pat on the back until it starts to work.
