Claro should help you. The only difficulty I could see is that they used to be a Verizon Wireless property, and Verizon Wireless does not activate handsets whose ESN/MEID is not in their database as a device they've sold. Hopefully América Móvil didn't carry this policy over when they re-branded as Claro.
