Not by the provider. OTA installs means you have to go to the website of your file of interest and download it directly to your device. Jad/jar files are not meant to be downloaded to your computer and then installed via desktop manager.

Well I got a jar, used mass storage to put it on my media card, went into media, hit explore, found the file, moved it to the device memory, located it on the device memory and hit download. Worked fine. Just make sure you have enough memory :]
