Default Activation Stopped Working

We are looking at moving to BlackBerry and have set up a trial BES on Exchange 2007/3. I have activated several test users with devices loaned from O2, Orange, Vodafone and T-Mobile - all succesfully. Yesterday, however, all new devices just sit at the "Acquiring service connection..." message and eventually I get "Activation request failed. A service connection is unavailable". I checked licenses and have 20 with 12 activations but only six users active at the moment. Yesterday I removed my own BlackBerry and was able to activate another one, so it does look as if it is stuck at six activated users, even though the license says 20! Any ideas please.

Forget it, the problem was that Orange and Vodafone had simultaneously failed to provision data services on the remaining BlackBerries, so hence they could not connect.

Cause:
Low signal strength is the cause of this issue.

Resolution
To resolve this issue, move to an area with greater signal strength.

Did you read the post?
The OP said it was due to the carriers not provisioning them correctly.
It has NOTHING to do with signal strength.
