Default Lotus Notes Email Delay

Our email environment consists of a 2 server Lotus Domino cluster with a user being assigned one or the other servers as the primary mail server. We find that if one of the servers is down there is a delay in message delivery to the Blackberry for the users who are assigned to the down server. Our theory is that the BES is trying to talk to the users' primary server and retries for a while before giving up and talking to the other server in the cluster, causing the delay.

Has anyone experienced this, and is there any way to fix it?
