Default Data intermittently not working

Hi all! We have a smallish organization with about 50 BlackBerry users on a BES 4.1.4 server and we have a mystery. Every now and then a few random users will get email and be able to use the phone but can't surf the web. It'll last up to several hours. We don't believe it to be a carrier issue because in one instance there were at least 3 users having the same issue with one being on AT&T and the other two being on Verizon. We can also find nothing in the Application Logs on the server to indicate an issue. It's never a universal problem so we're having a hard time understanding why it's happening.

Any light that can be shed would be much appreciated!
