Currently I have two BB's. A personal one and a work one.

My questions are:

1. Since my work BB is on a BES, am I able to add my personal pop3 email account to that?

2. Does BB Messenger work without a data plan?

1. You can add your personal pop3 email, as long as your admin team allows it. If they push an IT Policy onto your work device that restricts personal email then you're out of luck. There is no way around an IT Policy, and often even trying to do this will be grounds for dismissal. Often personal emails are the first thing ruled out on a corporate BES.

BB Messenger absolutely will not work without a genuine BlackBerry data plan.

I concur with Rambo, if the company allows it you can. However, my advice is always to keep personal stuff off of a company supplied device connected to BES.
