There will always be "Data Connection Refused" since the carrier must have a BlackBerry Web Client login. If your carrier is not able to provide you with an @blackberry.net email address, your BlackBerry will not work.
Orange, for example, does support BlackBerry in UK. You may need to go through a different carrier to get BlackBerry support. Find out what carriers in your country support BlackBerry. You may be able to go with a foreign carrier, if they have some kind of an European roaming plan sufficiently cheap enough to be used locally.
