Exclamation Cannot send/reply/forward on 8830 World Edition

Has any one seen this before? I'm having an issue with a Verizon issued Curve 8830 World Edition. It will receive messages from our BPS just fine, but the user is unable to send, reply or forward any messages. All other Blackberry users are sending and receiving just fine, regardless of carrier.

Things I have tried:
I have deleted the user from the BPS and re-activated the device.
I have also deleted the Desktop (cmime) Service Book and resent the Service Book to the device.

I want to avoid wiping the device if possible.

Is there anything else I can try?

What happens when they try to send? Do they get red X? If so, open the message, scroll up, and ...what is the Message Status?
No longer a BES Admin, but it was fun while it lasted!

I realize this adds nothing to the value of this thread, but an 8830 WE is not a Curve. Sorry, I just couldn't stand it. :/

Try regenerating the encryption key from the Options|Security Options |General Settings|Desktop menu.
