Default Software solution for outlook contact folders?

Have an Outlook contact list and they are organized by folders. This folder structure has to be there for other 3rd party software to work correctly. When sync'd via BIS it doesn't sync contacts correctly.

Does anyone know of a software or exchange server plugin solution? I'm trying to avoid the BES option (out of our budget) and unfortunately moving the contacts to categories isn't an option due to 3rd party software needing the folder structure.

Was this by chance fixed in Desktop Manager 5.0 or is it still an issue?

Any help is much appreciated.

Just to clarify, BIS doesn't sync contacts -- Desktop Manager does if you're on BIS. BES won't do what you're looking for. I don't know of a 3rd party solution off the top of my head.
