Default phone thinks I'm in Canada

Help Please,
My home state ( CT ) has recently required all calls both mobile and land line be dialed with the area code . Good news is that my 300plus contacts and all speed dials have been entered including area code.Heres the problem :

When I go to dial from my contact or speed dial list the phone thinks I'm in Canada and reqiures me to click on the U.S. . It says local country not recognized ,please choose local country code from the list . Once I choose U S it will dial the call

This is a real bummer . Who can help ?

menu button
options
smart dialling
make sure the correct country code is entered.

Default turn off and back on.

Phone will do a self reset to original settings if you power down and pwer back up
