Is your BlackBerry unlocked? Check in BlackBerry FAQ - BlackBerryFAQ for details on how to check.

If you don't have a BlackBerry Data Plan on your account (or whatever O2 calls it) you'll get the Data Connection Refused.

Your BlackBerry (assuming it was previously owned) may have an "IT Policy" on it prohibiting voice/SMS. There are thread (and FAQ) on how to Remove the IT Policy.

To get a BlackBerry Data Plan, call you carrier.

To remove an IT Policy, start here -> Remove IT Policy - BlackBerryFAQ

The 7230 is very old and doesn't have a reset to factory option.

Did you follow the thread on how to remove an IT Policy?

Where did you obtain this BlackBerry. You may want to contact the seller.

You will not be able to get onto the Internet until you get a BlackBerry Data Plan.
