When you send a message, when the address book list comes up, scroll to Use Once. Click the trackwheel and select PIN message.

I am not on a BES. I don't see any Use Once option. I can select PIN XXX, create my message and send but it isn't delivered. Do I have to be on a BES?

Yeah, that just sounds like you don't have the right PIN. Since PINs are combinations of letters and numbers, it can be easy to mess up when you're typing them into your address book. Double check the PINs of the devices you're trying to send to.

I have double checked both PINs and have entered them in correctly.

try sending a PIN to yourself-- you should receive it and a delivered indicator should appear on the outgoing pin.

That works, I can PIN myself but still cannot PIN others. If anyone has any other ideas, please feel free to suggest...I can't figure it out!

Call your cell phone company, they can help test it.
