You need to unlock the device and you have to get Blackberry services on the new SIM you are inserting in your Blackberry.

As stated, TMO SIM can work on unlocked AT&T device.
You will need to login to your TMO BIS account, register the AT&T BB device (you'll need to provide PIN and IMEI) then send Service Books.
If you're used to UMA calling on your drowned TMO 8320, the AT&T device does not have UMA function.
