Will it still charge if turned off? And is it bad to keep turning it off when I'm not using it or should I just put keyboard lock?

First question you should be able to test and find out for yourself. I have an old blackberry I was keeping charged, I just plugged it in without turning it on.

Second question, it's not going to hurt. But you'll probably find here that most never turn their blackberry off.

Yes, the led will be green while charging. It wall also charge faster as 100% of the power is going to the charge only not charge and phone operation.
