The best might not be the cheapest. The best is the one that has the coverage where you need it - where you live, work, travel and play. And since you didn't say where you were, it is really impossible for us to help.
And AFAIK, only Verizon offers the 9550 in the US, so thta would be your CDMA carrier of choice since Sprint will not activate it on their network.
If you get it unlocked you could use it on either ATT or TMO, but only on the EDGE networks, not 3G.
And please update your profile with your specific model number. The 9500 is different from the 9550.
