Moved to a more appropriate section.

Welcome to BBF.

We need a bit more info before we can try to figure it out. Is this a work computer or personal?

What OS is on the PC?

What version of DM are you trying to install?

If you are running a version of Windows, boot into safe mode and install. It works for me when I have problems with installs.

Are you doing this from the Admin account? If not try. There is no reason it should not work.
