Default Ordering of application icons

Is there a way to change/customize the order of icons - ie I want to move all the icons for my most frequetly used apps to the top so I don't have to scroll down for them all the time.

Yes; scroll to the icon you want to move, hold down the <ALT> key on the lower left hand corner and click the wheel. A menu will appear allowing you to move or hide an icon.
