Default Speed Keys and 3rd party applications

Phone Calls Bypasss 3rd party Application when using speed keys for voicemail and other numbers.

Are Voicemail and other numbers making the calls from (SIM application) not the phone application. Is this why the call goes directly to voicemail bypassing the 3rd party software. Is there a workaround or fix to this issue.
