Default SNMP error

Help a noobie!
I was forced to take control of the Blackberry Administration of our company a little while ago. I just barely installed the BMS(Monitoring Service). Well I have received about 100 emails over the last two days because the SNMP state keeps jumping back and forth between 1 and 0. Is this normal? Should I be worried? And how do I fix it? All users are receiving and sending emails just fine, but I am worried this may screw it up.
