I am going to purchase a used Blackberry bold 9000 phone which was last with ROGERS it is still locked to rogers and was just recently upgraded to OS 5.0 by the owner. Will it for sure be able to be unlocked still?

No way for you to tell for sure without the device in your hands.
If the previous owner exhausted all 10 unlock attempts, then the device may be locked permanently.

You're not understanding what I'm saying.
Someone may have tried to unlock the phone and were unsuccessful.
If they tried too many times, then the phone may be locked forever.

Call or email HorizonWirelessOnline.com - Horizon Wireless, The World’s Cellular Repair Center to find out if the code is available. They'll need the PIN and IMEI, and will offer you a refund if they cannot provide the code.
