So, the contacts are still in Outlook, the user is looking in the address book, but the contacts didn't sync?

First question is whether that is Outlook 2010? If so, that's the problem. It isn't supported (yet).

Two or three other possibilities come to mind.

Someone will need to check me on this, or you can check blackberry.com, but the newer versions of destop manager did not support the older versions of Outlook. I remember the cutoff as 2002 and earlier. If calendar sync's and the problem is just address book, then that's not the problem.

Next, do you see any errors during address book sync, or does it just skip right over address book?

It's possible address book was not configured for sync in desktop manager. If it was, then perhaps there is something in address book in Outlook that is causing a sync error, or the address book database on the blackberry is corrupted and causing sync to error out.
If sync conguration is good, I'd look at contacts in Outlook. Change the view to spreadsheet rows and columns, and look for empty rows or really oddball characters. If there are any long or complex notes for a contact, clean them up or delete. Delete empty rows and oddball characters, if any. Then try again.

Next step if you still have trouble is to use advanced backup/restore and delete the calendar database, and then try again.

Also, check address book options. If you just see default under contact lists, then no problem. If you see other address books, investigate that before doing anything else. I remember seeing something about users (google users, for example) ending up with multiple address books and having troubles, but I don't know details or what to do. Search if you see multiple address books.
