Should I expect that data entered on my home PC into the "contacts" portion of web-based Outlook - would update my "contacts" on my office PC and therefore synch to my Blackberry?....I input several data over the holiday - and when I synch'd up yesterday at the office, I didn't get the expected dialogue box asking if I accepted the "additions"....and when I looked at the contacts portion of what was stored on my blackberry, the data wasn't there......please manage my expectations related to this functionality.....

How do the contacts appear in outlook, as they may be there but are filed differently?
In Blackberry desktop manager check your contacts advanced settings in Intellisync, configure PIM to see how conflicts are synchronised, set to notify me.
Still in Intellisync, check the autostart settings to ensure that syncronise PIM is enabled for when you sync your Blackberry
