Is it possible to get a data plan while on a cruise? I am not seeking voice or SMS.

Possible, but very expensive. You will have to pay the cruise company in addition to what your provider will charge you. It is cheaper to use the ship's terminal if you have to, you use on the the free hot-spots while in port.

My wife thinks Verizon said I have a Global phone and it would only be $16.99 for the week. I will call them but does that make sense?

Even with the onboard Cellular used for offshore comms? As I have unlimited international on AT&T, and will be in the Mediterranean next month, that would be great

It should cover you. International roaming is international roaming as far as the provider is concerned.
